Mobilitate Urban\u0103 Sustenabil\u0103"},"content":{"rendered":"\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"blob:https:\/\/fonduri-structurale.eu\/725970c2-6df3-4e06-a242-a9f2344f9f02\" alt=\"pastedGraphic.png\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>PRIORITATEA<\/strong><strong> <\/strong><strong>4<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Regiune cu mobilitate sustenabil\u0103<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>OBIECTIVUL SPECIFIC<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Promovarea mobilit\u0103\u021bii urbane multimodale sustenabile, ca parte a tranzi\u021biei c\u0103tre o economie cu zero emisii de dioxid de carbon<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>ACTIVIT\u0102\u021aI<\/strong><strong> <\/strong><strong>FINAN\u021aATE<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Investi\u021bii privind sistemele de transport public local de c\u0103l\u0103tori \u0219i sistemele pentru transport alternativ nemotorizat (linii de tramvai \u0219i troleibuz, infrastructura pentru transportul nemotorizat, sisteme de bike-sharing, achizi\u021bii de biciclete) sau a altor mijloace de transport ecologic;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Investi\u021bii destinate reducerii emisiilor de CO2 \u00een zona urban\u0103 (integrate \u00een cadrul celor men\u021bionate mai sus): sisteme inteligente de transport, e-ticketing, management de trafic, sta\u021bii de transport public, parc\u0103ri \u201dpark and ride\u201d); Achizi\u021bia de mijloace de transport \u00een comun: tramvaie, troleibuze \u0219i autobuze, inclusiv sta\u021bii de \u00eenc\u0103rcare \u0219i alimentare.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>BENEFICIARI<\/strong><strong> <\/strong><strong>ELIGIBILI<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Autorit\u0103\u021bi publice locale: Unit\u0103\u021bi Administrativ Teritoriale din cadrul Regiunii Vest: UAT municipii re\u0219edin\u021b\u0103 de jude\u021b, UAT municipii \u0219i ora\u0219e; Parteneriate \u00eentre unit\u0103\u021bi teritoriale municipii re\u0219edin\u021b\u0103 de jude\u021b, municipii sau ora\u0219e din cadrul Regiunii Vest obligatoriu lider de parteneriat, \u0219i UAT jude\u021b, UAT comun\u0103\/e din zona de interven\u021bie definit\u0103 \u00een cadrul SIDU \u0219i tratat\u0103 \u00een Planul de Mobilitate Urban\u0103 Durabil\u0103.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"blob:https:\/\/fonduri-structurale.eu\/725970c2-6df3-4e06-a242-a9f2344f9f02\" alt=\"pastedGraphic.png\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&nbsp;<\/strong><strong>INDICATORI<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00a0Linii de tramvai noi, reconstruite sau modernizate; Piste pentru biciclete construite\/extinse;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Capacitatea materialului rulant ecologic pentru transport public; Infrastructuri pentru combustibili alternativi (puncte de re\u00eenc\u0103rcare); Ora\u0219e \u0219i localit\u0103\u021bile cu sisteme de transport urban digitalizate noi sau modernizate;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Num\u0103r anual de utilizatori ai transporturilor publice; Num\u0103r anual de utilizatori ai pistelor ciclabile;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>BENEFICIARI<\/strong><strong> <\/strong><strong>FINALI<\/strong><strong> <\/strong><strong>AI<\/strong><strong> <\/strong><strong>PROIECTELOR<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Popula\u021bia din municipii, ora\u0219e \u0219i zone urbane func\u021bionale, care vor beneficia de un sistem public de transport verde \u0219i de servicii regionale \u00eembun\u0103t\u0103\u021bite de transport de c\u0103l\u0103tori.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&nbsp;<\/strong><strong>BINE<\/strong><strong> <\/strong><strong>DE<\/strong><strong> <\/strong><strong>\u0218TIUT<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Proiectul se depune la faza de Proiect tehnic cu Autoriza\u021bie de construire; Solicitantul trebuie s\u0103 de\u021bin\u0103 dreptul de a realiza investi\u021bia asupra imobilului, conform legisla\u021biei \u00een vigoare;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Proiectele trebuie s\u0103 se reg\u0103seasc\u0103 \u00een Planul de Mobilitate Urban\u0103 Durabil\u0103 a ora\u0219ului, municipiului sau zonei urbane func\u021bionale \u0219i \u00een Strategia Integrat\u0103 de Dezvoltare Urban\u0103, fiind prioritizate la nivel local;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Toate investi\u021biile finan\u021bate vor fi de tipul zero emisii (carbon-free);<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mijloacele de transport achizi\u021bionate trebuie s\u0103 fie omologate privind asigurarea siguran\u021bei generale a vehiculelor \u0219i s\u0103 asigure respectarea standardelor de accesibilitate pentru accesul persoanelor cu dizabilit\u0103\u021bi locomotorii;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Proiectele vor fi completate de activit\u0103\u021bi de informare, con\u0219tientizare \u0219i educa\u021bie care promoveaz\u0103 utilizarea transportului public \u00een comun \u0219i siguran\u021ba traficului;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00cen procesul de preg\u0103tire, verificare, implementare \u015fi durabilitate a contractului de finan\u0163are, trebuie respectat\u0103 legisla\u0163ia na\u0163ional\u0103 \u015fi comunitar\u0103 aplicabil\u0103 \u00een domeniile dezvolt\u0103rii durabile, protec\u021biei mediului, egalit\u0103\u0163ii de \u015fanse \u0219i de gen, nediscrimin\u0103rii \u0219i accesibilit\u0103\u021bii.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prioritate vor avea investi\u021biile care contribuie la \u00eembun\u0103t\u0103\u021birea calit\u0103\u021bii aeurului, reducerea emisilor de gaze cu efect de ser\u0103, \u00eembun\u0103t\u0103\u021birea siguran\u021bei \u0219i eliminarea congestion\u0103rii.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"blob:https:\/\/fonduri-structurale.eu\/725970c2-6df3-4e06-a242-a9f2344f9f02\" alt=\"pastedGraphic.png\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&nbsp;<\/strong><strong>PROVOC\u0102RI<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;Mijloace de transport public \u00eenvechite, cu consecin\u021be<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;negative asupra mediului, a confortului \u0219i siguran\u021bei c\u0103l\u0103torilor; Sc\u0103derea constant\u0103 a num\u0103rului de pasageri cu transportul public local;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;Cre\u0219terea cu 60% a num\u0103rului de autoturisme private \u00een perioada 2010-2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&nbsp;<\/strong><strong>BENEFICII<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;Cre\u0219terea calit\u0103\u021bii \u0219i eficien\u021bei transportului public la nivel local, \u00eempreun\u0103 cu m\u0103surile de descurajare a utiliz\u0103rii vehiculelor private, reprezint\u0103 premisele pentru cre\u0219terea num\u0103rului de utilizatori ai transportului public;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;Un transport public sigur, modern digitalizat \u0219i verde contribuie la o calitate ridicat\u0103 a vie\u021bii locuitorilor \u0219i a mediului \u00eenconjur\u0103tor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&nbsp;<\/strong><strong>\u0218TIA\u021aI<\/strong><strong> <\/strong><strong>C\u0102&#8230;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;Pactul Verde European prevede o reducere cu 90% a emisiilor de gaze cu efect de ser\u0103 generate de transporturi, astfel \u00eenc\u00e2t Uniunea European\u0103 s\u0103 devin\u0103 o economie neutr\u0103 din punct de vedere climatic p\u00e2n\u0103 \u00een 2050;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;Tramvaiul este cel mai utilizat mijloc de transport public local \u00een Regiunea Vest. \u00cen anul 2019, \u00eenainte de izbucnirea pandemiei COVID-19, la nivelul Regiunii Vest tramvaiele au transportat peste 120 de milioane de pasageri, ceea ce reprezint\u0103 circa 62% din num\u0103rul total de pasageri din transportul public local \u00een Regiunea Vest;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;S-au f\u0103cut pa\u0219i importan\u021bi \u00een ceea ce prive\u0219te dezvoltarea mobilit\u0103\u021bii urbane prin accesarea de fonduri europene. 227 de mijloace de transport public ecologice au fost\/vor fi achizi\u021bionate prin POR 2014- 2020 \u00een Regiunea Vest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00a0Ave\u021bi \u00eentreb\u0103ri, observa\u021bii sau propuneri?
